Procurement Managed Service Framework

The Royal Wolverhampton NHS Trust framework for Pathology Managed Services (MES)

The services include, but are not limited to, the provision of equipment, reagents, consumables, and IT systems, specifically focusing on all aspects of pathology including blood sciences (haematology, biochemistry, immunoassay, and coagulation), microbiology, blood transfusion and cellular pathology) The framework also offers a separate lot for vendor neutral providers. The framework supports the deployment of cross-site working, and the modernisation of laboratory infrastructure.

Contracts are designed to evolve over their lifetime to accommodate changing technology and service needs. The Framework Team model of delivery is to work very closely with NHS organisations and to advise, not only on the specification structure, via the use of senior clinical scientists but also to manage the procurement evaluation process, when requested. In addition, The Framework ties in with the NHS 10 Year Plan as the supporting contract schedules enabling strategic, value-based procurement.

In total the Framework utilises 30 pathology specific Schedules which have been developed over the last 15 years and which both support and protect any authority utilising the framework.

Buying guide

The Pathology Managed Services Framework enables NHS organisations, other NHS entities or Government department, agency or other statutory body (including local authorities) to purchase complex pathology managed services from single site extensions of current contracts to network, multi-lot tenders. The framework allows direct award and strategic mini competitions with support from the framework team to suit the needs of the customer.

Further competition can be restricted to a sub-set of framework suppliers based on any pre-market engagement conducted prior to approaching the framework team.  The framework team are on hand to provide support that meets the contracting authority’s needs. This ranges from simple advice allowing the contracting authority to manage the entire process via the contracting authority’s electronic own portal or to a supported role where the Trust become an “extended team member”.

Generally, as the Framework mainly deals with large Divisional or Pan-Pathology procurements, the general route to market is via a mini completion which is supported by the Framework Team.

Lot 1

Suppliers within this lot can offer managed services across Clinical disciplines as well as components of this discipline. This can be done as a discreet managed service either as a sole supplier or with partners and sub-contractors. The customer can select a number of these options when building the requirements. Customers may also consider multiple managed services in a single clinical discipline if this is required and appropriate.

Lot 2

Suppliers within this lot can provide an overarching managed service. It is anticipated that where a customer has a requirement for several managed services across various clinical disciplines, a prime managed service contractor can be sought to manage all of these contractors. Alternatively, this prime approach could be utilised where a supplier who is not listed directly but works as a sub-contracted partner to a lot two listed Supplier.
